What should be done about the Old Loreto site in Wexford?

The Old Loreto site has been vacant and derelict for a prolonged period and occupies a significant location in Wexford town. What approach should be taken to bring the site back into productive use? For example, should the emphasis be on stronger enforcement against dereliction, taxation, compulsory purchase, incentives for redevelopment, allowing the current development process to continue, or another approach?
